Five dimensions of supply chain resilience

The Supply Chain Risk Index combines logistics performance, supplier diversification, industrial capacity, strategic import dependence and transport chokepoint exposure to measure a country’s ability to withstand global supply disruptions.

Logistics & Connectivity

Ports, customs efficiency, shipping connectivity, road and rail quality, air freight infrastructure, trade costs, shipment reliability, timeliness, and logistics performance.

Supplier Diversification

Import partner concentration, export partner concentration, top supplier dependency, Herfindahl-Hirschman concentration, single-country sourcing, and supplier diversity.

Industrial Capacity

Manufacturing value added, industrial output, high-tech manufacturing, electronics production, manufacturing employment, industrial diversification, and domestic substitution capability.

Strategic Import Dependence

Semiconductors, pharmaceuticals, medical equipment, energy, fertilisers, food, critical minerals, rare earths, advanced machinery and other strategic imports.

Strategic Transport & Chokepoint Exposure

Exposure to disruption through Suez, Hormuz, Malacca, Bab el-Mandeb, Panama, Turkish Straits, Taiwan Strait, and other strategic transport corridors.

Methodology

How the Supply Chain Risk Index is built

The Supply Chain Risk Index is a composite measure of five dimensions, each scored on a 0–100 scale using percentile-ranked public indicators and proprietary PoliData calculations derived from bilateral trade, product-level import data, logistics datasets, and industrial statistics. Higher scores indicate lower supply chain risk and greater resilience to disruption.

Logistics & Connectivity

Measures whether goods can move efficiently through ports, roads, rail, air cargo, customs systems, container shipping networks, and international transport infrastructure.

Supplier Diversification

Assesses whether countries rely upon a broad range of suppliers or remain dependent upon a small number of trading partners, making them vulnerable to geopolitical, economic or natural disruptions.

Industrial Capacity

Measures the strength of the domestic manufacturing base and the ability to substitute imports, maintain production, and absorb external supply shocks.

Strategic Import Dependence

Captures dependence upon strategically important imports, including semiconductors, pharmaceuticals, medical equipment, energy, fertilisers, food, critical minerals and advanced manufacturing inputs.

Strategic Transport & Chokepoint Exposure

Measures vulnerability to disruption across major maritime and transport corridors by estimating dependence upon trade flows that pass through the Suez Canal, Strait of Hormuz, Strait of Malacca, Bab el-Mandeb, Panama Canal, Turkish Straits, Taiwan Strait, and other strategic transport routes.
