Decarbonisation Index

A composite assessment of the pace, credibility, and political economy of the energy transition across 190 markets. The index measures not only where countries stand today on renewable energy and emissions, but whether stated commitments are matched by investment, policy, and delivery trajectory. Higher scores indicate faster, more credible decarbonisation.

Analytical framework

What the Decarbonisation Index measures

Eight analytical categories capturing both the current state of the energy transition and the political economy of whether it will accelerate or stall. The key differentiator from existing indices is the explicit modelling of implementation risk — the probability that stated commitments translate into real-world action.

Current Energy Mix
  • Renewables as % of electricity generation
  • Fossil fuels as % of total primary energy supply
  • Nuclear as % of electricity generation
  • Carbon intensity of electricity (gCO₂/kWh)
  • Energy import dependency ratio
Emissions Profile
  • Total GHG emissions (MtCO₂e)
  • Per capita CO₂ emissions
  • Carbon intensity of GDP
  • Sectoral emissions breakdown
  • 5-year emissions trend direction
Renewable Energy Transition
  • Annual renewable capacity additions (GW)
  • Solar PV and wind CAGR (3-year)
  • Renewables share of new capacity additions
  • Grid flexibility and storage capacity
  • LCOE vs domestic fossil fuel alternatives
Fossil Fuel Dependency
  • Fossil fuel revenues as % of government revenue
  • Fossil fuel subsidies as % of GDP
  • Stranded asset exposure
  • Age of existing fossil fuel infrastructure
  • Net exporter vs importer status
Policy & Political Will
  • NDC ambition rating (Climate Action Tracker)
  • Net zero target status and legal form
  • Carbon pricing mechanism and price level
  • Coal phase-out commitment credibility
  • Fossil fuel exploration licensing status
Clean Energy Investment
  • Clean energy investment ($bn and per capita)
  • Clean vs fossil fuel investment ratio
  • Green bond issuance and sovereign status
  • Multilateral climate finance received
  • Private clean energy investment attractiveness
Critical Minerals Position
  • Critical mineral resource endowment
  • Mining production by mineral
  • Refining capacity and import dependency
  • Battery manufacturing capacity
  • Critical mineral recycling infrastructure
Sectoral Decarbonisation
  • EV share of new car sales
  • Industrial heat decarbonisation progress
  • Heat pump penetration and building efficiency
  • Agricultural emissions and methane commitments
  • Aviation and shipping emissions trajectory
POLIDATA LAYER

Standard decarbonisation indices measure what governments have committed to. The PoliData index adds an explicit implementation risk score — assessing the probability that stated commitments will survive political transitions, the strength of fossil fuel lobbying, public opinion on transition costs, and fiscal capacity to fund subsidy programmes. That political economy layer is where PoliData’s core expertise adds most value.
